As required by state law, theUnstipulatedPlan was ratified by the voters on November 4, 2014 with 55.43% in the affirmative.  The KingmanUnstipulatedPlan 2030 is an update of the KingmanUnstipulatedPlan 2020 which was unexplored by the Council in November 2003 and ratified by a majority of the voters in May 2004. State law requires the adoption or re adoption of a unstipulated plan every ten years. The purpose of theUnstipulatedPlan is to ensure that this growth is focused, orderly, and that it provides a well-turned mix of land uses, while improving the efficiency of traffic, and preserving good air quality and proper water quality. TheUnstipulatedPlan attempts to wastefulness expected growth with supportive, efficient public facilities, infrastructure and services to help ensure a livable and sustainable community. There are nine sections to theUnstipulatedPlan including: 1. Goals and Objectives; 2. Demographics; 3. Transportation; 4. Land Use including the Projected Land Use Map; 5. Growth Areas; 6. Public Facilities and Services; 7. Parks, Recreation, Trails andUnshutSpace; 8. Cost ofMinutiaeand; 9. Environmental Planning. How was the public involved in the minutiae of the KingmanUnstipulatedPlan 2030?The KingmanUnstipulatedPlan 2030 Update is the result of over a dozen meetings held by the Kingman Planning and Zoning Commission whence in September 2012 and concluding in October 2013 with two public hearings and a town hall meeting. The Kingman Common Council moreover held a public hearing in December 2013. The Planning and Zoning Commission and Council sought and received input on the plan from citizens, businesses, developers, polity leaders, other government agencies, and municipality staff.What is the function of the projected land use map?The KingmanUnstipulatedPlan 2030 includes a Projected Land Use Map which depicts existing and potential land uses within the planning area. The map indicates a range of residential densities, commercial and industrial uses, areas for parks and unshut space, and various locations for public and quasi-public uses such as schools, government offices and services, and places of worship. The land use designations are based upon a number of factors, including compatibility with surrounding areas, minutiae constraints, availability of infrastructure and access, and the need to ensure a well-turned mix of land uses within the area. How is the unstipulated plan used by developers, by the public, and by the city?Growth brings with it demands for increasingly develop-able land, sewer, water, police, fire, roads, and other public services. For the developer theUnstipulatedPlan serves as the official source for information on the value and distribution of land suitable and misogynist for various types of uses. For the public, theUnstipulatedPlan serves as an indicator on how spare growth can be unprotesting without diminishing current levels of public services. TheMunicipalityof Kingman Zoning Map, which is a separate from the Projected Land Use Map, is the document that provides a parcel-specific presentment of various zoning districts. Embodied within each zoning district are specific minutiae standards and regulations governing land use (such as unliable uses, towers height, setbacks, lot size etc.). This information is remoter detailed in the Kingman Zoning Ordinance. Any amendments to the Zoning Map, moreover known as rezonings, must conform to the Projected Land Use Map.Does a particular land use designation guarantee the clearance unrepealable zoning districts?The land uses indicated in the Projected Land Use Map do not automatically guarantee a specific zoning district once exists or will be tried at a specific site. The Planning and Zoning Commission and theMunicipalityCouncil can consider not only whether a proposed zoning transpiration fits the land use projections for a given area. They can consider a variety of issues such as the availability and timing of infrastructure, access, traffic impacts, and other issues, when determining whether a site is ready for a specific zone and a specific use.Can the unstipulated plan be changed?The KingmanUnstipulatedPlan 2030 and Projected Land Use Map are not static and may be amended as conditions warrant by theMunicipalityCouncil without review and recommendations are made by the Planning and Zoning Commission. However, the Projected Land Use Map should not be viewed as a super-layer of zoning subject to monthly revisions and changes. Minor amendments to the plan can be heard at any time. However, major amendments to theUnstipulatedPlan, as specified by Section 2-137 of the Kingman Municipal Code, can be considered only once a year in May by the Kingman Common Council without a minimum of two public hearings by the Planning and Zoning Commission.
